Landlord Incentives

 

Property owners are the key in the County’s fight to end homelessness. The Los Angeles County Development Authority (LACDA) offers two incentives to encourage landlords to rent their available units to its Section 8 voucher holder participants. 

 

HIP

The LACDA's Homeless Incentive Program (HIP) offers monetary incentives to encourage landlords to rent their available units to LACDA's homeless Section 8 voucher holders. Funding for the program comes as part of the Homeless Prevention Initiative, a collaborative effort between multiple County agencies, supported by funding from Los Angeles County Measure H. Owners with available units in the cities of Los Angeles, Pasadena, Inglewood, Baldwin Park, Norwalk, Burbank, Redondo Beach, Long Beach, Culver City, Kern County, and the LACDA’s regular jurisdictions may also participate in this program.

SIGN-ON BONUS
Payable upon the execution of a Housing Assistance Payment contract. Please note that these are not payment standards. Please click here for a current list of Fair Market Rents.

MOVE-IN ASSISTANCE
Application fee assistance, up to $50 per adult, per application, as well as security deposit (up to double the rent) and utility assistance to get the unit move-in ready.

DAMAGE MITIGATION
Up to $2,000 for repairs not covered by the security deposit.

VACANCY LOSS PAYMENTS
One month’s rent if the family vacates the unit without proper notice, or is evicted for good cause.

Rental payments deposited directly to your bank account.

OD

Property owners are the key in the County’s fight to end homelessness! In an effort to increase the number of property owners participating in the County’s rental assistance programs, the LACDA launched a business model that provides an enhanced customer service experience for property owners.

Through a collaborative effort between the LACDA and Los Angeles County, Open Doors provides property owners with monetary and non-monetary assurances who rent their available units to subsidized families.

SIGN-ON BONUS
$1,000 sign-on bonus payable upon the execution of a Housing Assistance Payment Contract.

Up to $1,500 per household for applicants that need help paying the security deposit.

Veterans Affairs Supportive Housing (VASH) Program: VASH vouchers may also be used in the Cities of Los Angeles, Pasadena, Inglewood, Baldwin Park, Norwalk, Burbank, Redondo Beach, Long Beach and Kern County jurisdictions. 

Homeless Incentive Program (HIP):  Owners with available units in the Cities of Los Angeles, Pasadena, Inglewood, Baldwin Park, Norwalk, Burbank, Redondo Beach, Long Beach, Kern County, and LACDA’s regular jurisdictions may also participate in this Program.
