The public is invited to review the following proposed off-cycle project of the County to be included in the Community Development Block Grant (CDBG) Fiscal Year 2023-2024 Action Plan, which identifies projected use of funds for July 1, 2023– June 30, 2024 for submission to the U.S. Department of Housing and Urban Development (HUD).

Description:  This new COVID-19 related project provides for outreach for supportive services and housing to people experiencing homelessness in the City of Torrance.  The City's Homeless Outreach Coordinator will directly provide outreach services, case management, and housing navigation services to people experiencing homelessness with the goal of placement in housing. This housing may be temporary, permanent, permanent supportive, or a higher level of care.  CDBG-CV funds are used for direct project related costs: personnel, non-personnel and administrative.  This activity will meet the HUD National Objective as a project serving Low- and Moderate-Income Clientele under HUD Code 03T.
