The public is invited to review the following proposed off-cycle project of the County to be included in the Community Development Block Grant (CDBG) Fiscal Year 2024-2025 Action Plan, which identifies projected use of funds for July 1, 2024–June 30, 2025, for submission to the U.S. Department of Housing and Urban Development (HUD).

Agency Name: City of San Gabriel
Program Name: After-School Program

Original CDBG Amount: $25,630
Description:  This new COVID-19 related project provides for supervised recreational activities for children and youth ages 5-14 years old from the surrounding Los Angeles County unincorporated area and the City of San Gabriel during after school hours and over the summer breaks.  The locations are Jefferson Middle (1372 E. Las Tunas Dr., San Gabriel) and Roosevelt Elementary (401 Walnut Grove Ave., San Gabriel) school locations, and at McKinley and Smith Parks (232 W. Broadway, San Gabriel).This activity will meet the HUD National Objective as a project serving Low- and Moderate-Income Clientele under HUD Code 05L.

Description:  This new COVID-19 related project provides for year-round recreational and tutoring programs for children and youth in a safe and controlled environment through the Walnut Regional Station Youth Activities League.  The location will be Carolyn Rosas Park (18500 Fajardo St., Rowland Heights). This activity will meet the HUD National Objective as a project serving Low- and Moderate-Income Clientele under HUD Code 05Z.

Description:  This new COVID-19 related project provides the FIESTA (Family Incentives Equals Students Taking Action) Program, which offers emergency food and free educational supplies to low-income families with at-risk students who attend Title I schools and live in the First Supervisorial District.  The locations are Baldwin Academy (1616 Griffith Ave., La Puente), California Elementary (1111 California Ave., La Puente), Glenelder Campus (16234 Folder St., Hacienda Hts.), Grandview Preparatory (795 N. Grandview Ln., Valinda), Kwis Elementary (1925 Kwis Ave., Hacienda Hts.), Palm Elementary (14740 Palm Ave., Hacienda Hts.), Sparks Elementary (15151 Temple Ave., La Puente), Valinda Academy (1030 Indian Summer Blvd., La Puente), and Wing Lane Elementary (16605 Wing Ln., Valinda).  This activity will meet the HUD National Objective as a project serving Low- and Moderate-Income Clientele under HUD Code 05Z.

Program Name: Senior Empowerment Program - Union Pacific

Description:  This new COVID-19 related project provides assistance to seniors to remain healthy and active through participation in recreational, educational, and leisure activities by providing education seminars to maintain health, recreation activities for movement and empowerment skills, social networking events to increase socialization and decrease isolation, financial literacy seminars, and strategic ways to eliminate racism.  These services are provided through the Union Pacific Empowerment Center (4315 Union Ave., Los Angeles).  This activity will meet the HUD National Objective as a project serving Low- and Moderate-Income Clientele under HUD Code 05A.

Program Name: Youth Development Program - Union Pacific

Description:  This new COVID-19 related project provides youth, aged 13-19, a supervised environment during the critical hours after school.  Services provided include life skills education, workshops, and recreational and educational outings.  These services are provided through the Union Pacific Empowerment Center (4315 Union Ave., Los Angeles).  This activity will meet the HUD National Objective as a project serving Low- and Moderate-Income Clientele under HUD Code 03D.
