SUBSTANTIAL AMENDMENT TO FISCAL YEAR (FY) 2021 ANNUAL ACTION PLAN 
REVISED HOME-ARP ALLOCATION PLAN


The Los Angeles County Development Authority (LACDA) proposes to amend its FY 2021 Annual Action Plan in order to address revisions made to the manner in which the LACDA originally planned to utilize the $32,614,780 in HOME Investment Partnership Program American Rescue Plan (HOME-ARP) funding allocation received from the U.S. Department of Housing and Urban Development (HUD).  

You are invited to review and comment on the LACDA Substantial Amendment to its FY 2021 Annual Action Plan for its revised HOME-ARP Allocation Plan.

The LACDA’s original HOME-ARP Allocation Plan described needs and gaps in shelter, housing, supportive services, and the LACDA’s planned use of $32,614,780 in HOME-ARP funding. The LACDA originally received approval for its HOME-ARP Allocation Plan from HUD on March 15, 2023, which showed how much funding the LACDA would appropriate to each of the following activities:

Supportive Services - $14,000,000
Acquisition and Development of Non-Congregate Shelters - $5,000,000
Tenant Based Rental Assistance (TBRA) - $0
Development of Affordable Rental Housing - $5,000,000
Non-Profit Capacity Building - $1,600,000
Administration and Planning - $4,800,000

The LACDA’s revised HOME-ARP Allocation Plan will now focus on the creation of more affordable rental housing units for HOME-ARP’s qualifying populations. The LACDA revised its original HOME-ARP Allocation Plan to adjust how HOME-ARP funds will be utilized, as shown below:

The changes made to the LACDA’s HOME-ARP Allocation Plan will allow the LACDA to better serve HOME-ARP qualifying populations, while also advancing Los Angeles County’s mission to end homelessness. Following the Los Angeles County Board of Supervisors’ January 10, 2023, proclamation of a local emergency for homelessness in Los Angeles County, the County committed to accelerating interim housing turnover and maximize capacity of existing beds, making strategic investments in new interim housing linked to encampment resolution, accelerating timelines to produce permanent housing, and increasing permanent housing resources in partnership with local jurisdictions. The County is currently committing approximately $75 million per year towards the production of affordable housing for homeless and other special needs populations, with a goal of producing between 1,000 and 1,200 affordable housing units.

Recognizing the dire need for housing for people experiencing homelessness, at-risk of homelessness, and similar populations eligible for housing funded by HOME-ARP funds, the LACDA is making available its HOME-ARP allocation to increase the production of affordable housing units for qualifying populations.  The addition of approximately 420 units of affordable housing will augment the County’s efforts to produce housing options that serve eligible populations. The LACDA will continue to plan for the use of its HOME-ARP funding allocation to benefit these targeted populations within HOME-ARP’s qualifying populations:

Persons of Advanced Age (62);
Persons limited by a disability; and
Survivors of Human Trafficking.

The LACDA held a public hearing for its original HOME-ARP Allocation Plan before the Los Angeles County Chief Executive Office Community Services Cluster on September 28, 2022. The LACDA encourages residents, community-based organizations, public agencies, and other interested parties to review its revised HOME-ARP Allocation Plan and submit comments.

The LACDA’s revised HOME-ARP Allocation Plan will be available for a 15-day public review and comment period starting on June 8, 2023, through June 23, 2023.
