In 2016, the Los Angeles County Development Authority's (LACDA) Public Housing Program implemented an initiative as an additional means of addressing the area’s homelessness crisis. As units at the South Scattered Sites Public Housing become available, they are offered to a homeless family first.  This preference was expanded on July 1, 2020, as the LACDA designated 25% of anticipated annual vacancies at the Carmelitos and Nueva Maravilla senior properties to homeless elderly families.

The LACDA will continue its efforts to combat homelessness. Effective July 1, 2021, the admissions preference was applied to the Francisquito Villa senior property.  The LACDA will also house three additional homeless families each year at its large public housing family properties: Carmelitos, Nueva Maravilla, and Harbor Hills.
