County Public Housing Properties Receive High Rating from Federal Government

National Standards Exceeded for All Properties Assessed

August 13, 2026 – The Los Angeles County Development Authority’s (LACDA) Public Housing properties received high marks from the U.S. Department of Housing and Urban Development (HUD) as part of HUD’s National Standards for the Physical Inspection of Real Estate (NSPIRE).

The LACDA’s Public Housing Program, with 2,962 units located at 63 properties in the County of Los Angeles, is the second largest Public Housing Agency in Southern California. As part of NSPIRE, eight (8) of the LACDA’s properties were recently assessed by HUD, including the LACDA’s largest public housing developments – Carmelitos located in North Long Beach, Harbor Hills located in Lomita, and Nueva Maravilla located in East Los Angeles County – and received an average score of 90.

NSPIRE represents HUD’s approach to standards development for public housing properties and follows a clearly defined core set of principles: people-centered design, a focus on efficiency, science-based rationales, continuous collaborative improvement, and streamlined operations. It serves as a safety-focused inspection framework designed to ensure HUD-assisted housing meets uniform, high-quality standards while streamlining oversight for programs. The LACDA is pleased that HUD recognizes the agency’s resident-first approach to maintaining its properties, and its dedication to providing quality public housing to County residents.
