With more than 25 years at the Los Angeles County Development Authority (LACDA), Carolina Romo is a seasoned leader with extensive expertise in affordable housing and community development, program design and implementation, and asset management.  She currently serves as Director of the Construction and Asset Management Division, where she oversees all construction and real estate activities for the agency.
Previously, Carolina was Assistant Director of the Community Development Division, managing critical pandemic relief programs funded by the CARES Act and American Rescue Plan. Her portfolio included the Chiquita Canyon Landfill Utility Relief Grant Program, Community Care Expansion - Capital Preservation Program, Permanent Local Housing Allocation Program, Lead Free Homes LA Program, and administration of the Community Development Block Grant Program.
Carolina continues to oversee the operations at the Community Office Center in Altadena and has successfully secured new office space for LACDA staff in the Antelope Valley.  She has led the financing and development of complex mixed-use projects involving multiple stakeholders and jurisdictions.  Additionally, Carolina serves as Administrator of the Los Angeles County Housing Development Corporation, a non-profit affordable housing developer.
Carolina earned a Bachelor’s degree in Business Administration (Finance) with a minor in Economics from California State University, Los Angeles. She is also a graduate of the University of Southern California’s Ross Program in Real Estate.  Her professional credentials include being a licensed California Real Estate Broker, holding a Nationwide Multistate Licensing System endorsement, and certification as a Public Housing Manager.
