In accordance with Section 231(c)(2) of the Department of Housing and Urban Development (HUD) Appropriations Act, 2020 (42 U.S.C. 11364a(c)(2)) authorizes HUD to amend certain program requirements to facilitate rapid deployment of the Emergency Solutions Grants Rapid Unsheltered Survivor Housing funds (ESG RUSH) in response to Wildfires and Straight-Line Wind Damage in the County of Los Angeles (Federal Disaster DR-4856-CA). The Los Angeles County Development Authority (LACDA) is amending the 2025-2026 Action Plan for the Los Angeles Urban County (Action Plan) and available at www.lacda.org to the public through this notice.

This Amended Action Plan is available at www.lacda.org for a 5-day public review and comment period from June 8, 2026, to June 13, 2026. Amended Action Plan:
The 2025-2026 Amended Action Plan incorporates and enables the use of an additional $5,357,063 in ESG RUSH funds from HUD to continue to address the needs of individuals who were experiencing homelessness or were at risk of homelessness prior to the disasters.
ESG RUSH funds will assist individuals and families experiencing homelessness or at risk of homelessness who have been residing in a “declared disaster area” and have needs that are not otherwise served or fully met by existing federal disaster relief programs. Further, households must have needs that will not be served or fully met by the Transitional Sheltering Assistance (TSA) program and other existing federal disaster relief programs (including both Federal and non-Federal cost share). These proposed activities include, but are not limited to, emergency shelters, rapid re-housing, short and medium-term rental assistance, housing relocation and stabilization services, financial assistance for move-in costs, supportive services for people currently experiencing homelessness, street outreach services, Homeless Management Information System and administration.
Background on the Action Plan:
The Los Angeles Urban County Action Plan contains the County’s strategy to carry out housing, community development, public service and administration activities funded by Federal formula grants received in the Program Year from HUD.
